ในระยะเวลานั้น ทางราชการไทย ได้ดำริจัดตั้งหน่วยงานราชการขึ้นมากำกับดูแลงานทางด้านสัตว์น้ำขึ้นมาในปี พ.ศ. 2464 โดยใช้ชื่อว่า หน่วยเพาะพันธุ์ปลาหรือหน่วยงานบำรุงและรักษาสัตว์น้ำ ขึ้นตรงต่อกระทรวงเกษตราธิการ (กระทรวงเกษตรและสหกรณ์ ในปัจจุบัน) และแต่งตั้งให้ ดร.สมิธ ดำรงตำแหน่ง Adviser in fisheries to His Siamese Majesty's Government ในปี ค.ศ. 1923 โดยจัดสำนักงานให้ที่วังสุริยง (นางเลิ้ง) งานขั้นแรกคือการสำรวจว่าสัตว์น้ำที่มีอยู่ในประเทศไทยมีมากน้อยเท่าใด เพื่อนำมาประกอบการเพาะพันธุ์ การบำรุงพันธุ์พันธุ์สัตว์น้ำ เพื่อขยายผลในเชิงอุตสาหกรรมต่อไป

หมอสมิธมีผลงานทางด้านการค้นพบความหลากหลายทางชีวภาพและทำการอนุกรมวิธานไว้มากมาย โดยค้นพบชนิดพันธุ์ของสัตว์ประเภทต่าง ๆ ทั้งสัตว์น้ำ สัตว์เลื้อยคลาน สัตว์ครึ่งบกครึ่งน้ำ สัตว์ปีก พรรณพืช ไว้ไม่ต่ำกว่า 25 ชนิด อาทิ ปลาเทพา (Pangasius sanitwongsei), ปลาบู่รำไพ (Magilogobius rambaiae) ผลงานของหมอสมิธในหนังสือเล่มนี้ เป็นงานที่ใช้ในการอ้างอิงมาจนถึงปัจจุบัน และมีความสำคัญต่อประเทศไทย คือ เป็นอธิบดีกรมประมงคนแรก ที่ได้บุกเบิกงานทางด้านการค้นคว้าศึกษาทรัพยากรทางน้ำตราบจนปัจจุบัน

"The Fresh-Water Fishes of Siam, or Thailand" was compiled by Hugh M. Smith, an American biologist and director of the Bureau of Fisheries of the United States, documents his journey to Thailand to study a unique species of freshwater fish known as the Archerfish or Toxitidae. Archerfish is a native fish found in the Southeast Asian region.

During that time, the Thai government established a government agency in 1921 to oversee matters related to aquatic animals, initially named the "Fish Breeding Unit" or the "Aquatic Animal Conservation and Maintenance Unit," under the Ministry of Agriculture. Dr. Smith was appointed as an Adviser in Fisheries to His Siamese Majesty's Government in 1923, and an office was set up in Suriyong Palace, Nang Loeng. The primary objective was to survey the aquatic fauna in Thailand to determine its diversity and use this information for breeding and conserving aquatic species to support future industrial expansion.

Dr. Smith made significant contributions by discovering and cataloging various biological species, including aquatic animals, reptiles, amphibians, and plants, numbering at least 25 species. Some notable species included Pangasius Sanitwongsei (Iridescent Shark), Magilogobius rambaiae, and others. His work in this book remains a valuable reference to this day and is of great significance to Thailand. He was the first Director of the Department of Fisheries and played a pioneering role in researching and studying water resources in Thailand up to the present day.

"The Fresh-Water Fishes of Siam or Thailand" was research made by Dr. Hugh M Smith, an American biologist and Director General of the Bureau of Fisheries of the United States. Dr. Smith traveled to Thailand to study a species of freshwater fish that has a special ability that is different from other fish, that is Toxotes spp., which is a native fish of Southeast Asia.

During that time, the Thai government established a government agency to supervise aquatic animals in 1921 under the name Fish breeding units or aquatic animal maintenance and preservation units reporting directly to the Ministry of Agriculture. (Presently, the Ministry of Agriculture and Cooperatives) and appointed Dr. Smith to serve as Adviser in Fisheries to the Siamese Government in 1923 by setting up an office at Suriyong Palace (Nang Loeng). His initial task was to research a number of aquatic animals in Thailand to be attributed for breeding at industrial levels.

Dr. Smith has contributed to biodiversity discovery and taxonomy by discovering species of different types of animals, including aquatic animals, reptiles of at least 25 species of amphibians, poultry, and plants, such as Thepha fish, Goby fish, etc.

This book contained all of the works that have been used in reference to this date. He was also the first Director-General of the Department of Fisheries who has pioneered the work of researching and studying water resources until now.
